Will the issues in the plumbing make the unit uninhabitable? If so then he does have a legal obligation to get those issues fixed. Check with the local code/building inspector to see if he is responsible for those issues. If they say he needs to bring those issues to code then you have a leg to stand on. Don't let him push you around. I'm an electrician and I deal with a lot of these pricks that would charge you to live in there dog house if they could. They don't want to pay anything and they're always griping about the people that lives there. First you have obligations as a renter but they also have them as a landlord.
